# 06 — OEM procedures, EMS/BMS specs, and license/partner programs > **Superseded in part, 18 Oct 2026.** A red-team pass checked this note against primary sources and found claims that are wrong or incomplete. Do not use a claim from this note before you check it in the claims check table of: [09-redteam-cieca-secureshare.md](view.html?f=notes/09-redteam-cieca-secureshare.md), [09-redteam-oem-scan.md](view.html?f=notes/09-redteam-oem-scan.md), [09-redteam-parts-data.md](view.html?f=notes/09-redteam-parts-data.md). Research date: 17 Oct 2026. Scope: what Revv (AI estimating and supplement tool for US collision shops) can legally get today. Method: public pages, PDFs, public GitHub, read-only GETs. No logins, sign-ups, purchases or form submits. Note: the session web-search budget ran out near the end. Items not checked again are marked UNVERIFIED. Do not repeat: free position statements (20+ brands), Honda free techinfo collision docs, I-CAR RTS pages and SCRS PDFs are already on disk at `~/insure-tech-research/downloads/` (see `_README.md`, `carmaker/{us,asia,europe}/_report.md`, `icar-scrs/_report.md`). This file adds prices, terms, specs and partner programs. --- ## 1. OEM1Stop terms: "may not, except where otherwise indicated, be reproduced, transferred, distributed or stored without prior written permission". Source: https://www.oem1stop.com/content/terms-use 4. Every OEM term we could read limits use to the subscriber's own repair work. None offers an API license. Revv cannot ingest portal content and serve it to shops. Senate companion: UNVERIFIED | https://www.congress.gov/bill/119th-congress/house-bill/1566 (read via Congress.gov API, 17 Oct 2026) | High | What the laws give: access for owners and independent repairers to diagnostic and repair data, on fair terms. Hyundai and Genesis already sell an MA telediagnosis tier. What they do not give: a right for a software vendor to copy or redistribute OEM procedures. Revv should not plan on these laws as a data source. --- ## 4. CIECA EMS / BMS / CAPIS ### 4.1 Access to the spec - The EMS spec is members-only. CIECA's EMS page says: "The EMS specification (data dictionary and code list) is available at: https://www.cieca.com/Messages/standards-release." That URL returns the "CIECA Sign In" page (checked 17 Oct 2026). Source: https://www.cieca.com/ems-standards - CIECA site navigation marks "CIECA Standards" and "Members Information" as "Login Required". Source: https://www.cieca.com/ - An independent open-source project (auto-core-platform, ADR dated 15 Oct 2026) states: "the CIECA BMS 5.7 schema files are member downloads." Source: https://github.com/vandean25/auto-core-platform/blob/main/docs/internal/01-ADR/2026-10-15-audatex-bms-damage-estimate-import.md - CIECA's public Confluence (cieca.atlassian.net) has committee minutes and marketing plans, not the spec. Aug 2026 Architecture minutes: "the release just be AI and EMStoBMStoCAPIS Updates" and "We need to know what messages are needed for ADAS". Source: https://cieca.atlassian.net/wiki/spaces/ARCH/pages/3014885377 ### 4.2 EMS status (verbatim, https://www.cieca.com/ems-standards) - "The EMS is end of life and no longer supported. There has been no development or enhancements to the EMS since 2006." - "Because all estimating systems generate an EMS and it is stored in a predictable location, the EMS has evolved to become a data source." - "All three estimating systems produce an EMS file for each estimate written." - "The EMS file is a zipped folder containing 16 EMS sub-files." - "When you import a full EMS record, you may be importing a great deal of PII your company doesn't need or want." - CIECA recommends an "EMS to CAPIS" model: a shop-side app watches the EMS export folder, takes only the needed fields, and sends them as CAPIS JSON. ### 4.3 License rule (verbatim) - "Any company that is sending or receiving data with a trading partner that uses the CIECA standards, (data dictionary, code lists, schemas, etc.) requires a CIECA license." Example listed: "Companies receiving data from a vendor for analytics / reporting / data warehouse purposes." Source: https://www.cieca.com/Membership/who-needs-a-cieca-license - "The CIECA license is included through membership in CIECA." - "A CIECA membership grants a non-transferable license to use CIECA standards ... Continued use of CIECA standards requires a company to be a member in good standing with dues paid annually." Source: https://www.cieca.com/Membership/why-do-i-need-a-cieca-license - Technology Corporate membership includes "Full access to the CIECA standards, implementation guides and standard codes" and "The right to incorporate CIECA standards into software that your company develops and provides to third parties." Source: https://www.cieca.com/Membership/corporate-technology-membership - "CIECA for Startups" page gives no discount, price or application steps. It points to a tutorial and a video. Source: https://www.cieca.com/Membership/cieca-for-startups - Open question: whether a shop-installed app that reads the shop's own EMS folder is a "trading partner" exchange. The page does not say. Treat it as needing a license. Contact: operations@cieca.com, 425-366-8237. ### 4.4 CIECA membership pricing (annual, https://www.cieca.com/Membership/pricing, read 17 Oct 2026, no effective date shown) | Tier | Revenue | Technology Corporate | Non-Technology Corporate | |---|---|---|---| | 1 | Under $1M | $1,000 | $750 | | 2 | $1M-$10M | $2,000 | $1,500 | | 3 | $10M-$25M | $3,000 | $2,250 | | 4 | $25M-$50M | $4,500 | $3,750 | | 5 | $50M-$100M | $6,000 | $5,250 | | 6 | $100M-$500M | $7,500 | $6,750 | | 7 | $500M-$750M | $12,000 | $8,250 | | 8 | $750M-$1B | $13,500 | $9,750 | | 9 | $1B-$20B | $15,000 | $10,000 | | 10 | $20B+ | not listed | $15,000 | Revv falls in Tier 1 Technology Corporate: $1,000/yr. ### 4.5 Public GitHub repos (searched 17 Oct 2026; repo and code search for CIECA, EMS 2.01, BMS, VehicleDamageEstimateAddRq, ESTFILE_ID, cieca.com/BMS) No mature open-source EMS or BMS parser exists. Not opened by me: UNVERIFIED content. - CCC Secure Share Limited Parts Message field spec (©2026): https://www.cccsecureshare.com/legal/limitedpartsmessages. It is a field mapping, not terms. VIN rule, verbatim: "first 11 digits only. Last 6-digits must be obfuscated with zeros." So a parts-category app does not get the full VIN. --- ## 5. License and partner programs: notes and quotes ### CCC Secure Share - FAQ (page © 2026): "Will third party app developers be charged a fee? No." "Will collision repairers be charged a fee? No." "App developers will need to be an active CIECA member before registration will be processed." Source: https://www.cccsecureshare.com/Faq - History: 2016 plan of "$0.50-per-estimate" plus "$2,500 one-time signup" was dropped in Dec 2017. CCC's Mark Fincher: "We are not going to charge for Secure Share, and we're not going to change that position." Source: https://www.repairerdrivennews.com/2017/12/19/ccc-secure-share-will-be-free-ems-support-to-remain-indefinitely/ - Developers page: "Registration applications will be reviewed by CCC" and "the appropriate BMS message will be assigned for each registered app based on business purpose." No published approval timeline. Guidelines: "We will examine your submission as soon as we can." - App Standards and Review Guidelines (last updated 18 Dec 2017), https://www.cccsecureshare.com/legal/appstandardsandreviewguidelines. Rules that hit Revv: - Banned: "Reselling data retrieved through CCC Secure Share to any third-party". - Banned: "Creating an Application under an insurance company, or that exclusively targets insurance companies." - Banned: "Creating an Application that stores data retrieved through CCC Secure Share outside of the United States." - "Apps may be removed from the Marketplace without notice." - After approval, developers "will have access to technical documentation, APIs, and samples." Each shop then turns on the app in CCC ONE (Configure > Secure Share). Each app category gets only "limited data elements". - Partner transport seen in public code: CCC ONE PartnerGatewayService SOAP at services.mycccportal.com with a partner ID (see section 4.5, ccc-hey-lily-api). - Scale: "over 60 companies" used it (Jan 2025): https://www.businesswire.com/news/home/20250108508937/en - Recent CCC diagnostic/ADAS partners (Oct-Nov 2025): Kinetic, Revv (ADAS), Repairify, Opus IVS, OEC RepairLogic. Mitchell and Audatex by manual file upload. - Export/API: no API and no data export described. Output is a printable/downloadable PDF packet. - Calibration: the page does not mention calibration. --- ## 7. What this means for Revv 1. The legal estimate feed is CCC Secure Share. Cost is CIECA Tier 1 dues ($1,000/yr). Risk: CCC review with no timeline, and CCC can remove an app "without notice". 2. The EMS folder export works on CCC, Mitchell and Audatex with no vendor approval. CIECA says field use needs a CIECA license. cccone.com redaction can remove the VIN. 3. No OEM, I-CAR, MOTOR or ALLDATA source gives a startup a right to store and redistribute procedure text. Revv can cite and deep-link. Revv cannot copy. 4. The I-CAR RTS calibration matrix is the closest free "vehicle + repair → calibration" dataset. A public JSON backend exists. The terms forbid commercial use without I-CAR permission. Ask I-CAR for a license. 5. Naming risk: "Revv" (revvhq.com) is an ADAS calibration brand with 6,100+ shops, merged into AirPro under Rotunda Capital in Aug 2026 (https://www.repairerdrivennews.com/2026/08/24/airpro-and-revv-to-merge-hardware-and-software-platforms/). USPTO check not done.
