# 09. Red team: company prerequisites before Revv signs data licenses Research date: 18 Oct 2026. Every "read" date is 18 Oct 2026 unless a row says otherwise. Method: public pages, public PDFs, public USPTO search, trade press. No log-ins. No forms sent. No sign-ups. Builds on 07-licenses-estimating-parts.md and 08-licenses-data-oem.md. Rows marked "(file 07)" or "(file 08)" were read on 18 Oct 2026 in those passes. Labels: - **VERIFIED**: I read it on the cited page on the cited date. - **SEARCH SNIPPET**: I saw the text in a search result. I did not open the page. - **3RD PARTY**: a non-vendor, non-government source says it. - **UNVERIFIED**: no source confirms it. Do not use it as a fact. **Access note (added at close of this pass).** The CCC Secure Share Terms of Use forbid this: "Use any robot, spider or other automatic device, process or means to access the Website for any purpose, including monitoring or copying any of the material on the Website." In this pass I fetched 3 cccsecureshare.com pages with tools: 1 scripted download of /Terms and 2 tool fetches of /legal/permitteduses and /legal/appstandardsandreviewguidelines. I deleted the local copy. Do not script against cccsecureshare.com again. Before anyone relies on a CCC quote in this file, a person must re-read it in a normal browser. Files 07 and 08 contain the same quotes from earlier reads. USPTO: I sent about 10 search queries through tmsearch.uspto.gov in a normal browser session. This was low volume, not bulk. I did not find a current USPTO terms page that bans this. That point is UNVERIFIED. For any repeat or bulk search, use the TSDR API (key required) or a trademark attorney's search service. This file states evidence. It is not legal advice. A US trademark attorney and a US business attorney must review sections (c) and (e). --- ## 0. The 6 findings that can blindside Revv 1. **A registered US mark already covers Revv's field.** REVVADAS, Reg. No. 8,139,078, class 42, registered 10 Feb 2026, owner Reve Labs Inc. (Delaware). The goods include software "providing information, recommendations, costs, estimates, insurance coverage information and reports in the fields of motorized vehicle collisions and repairs". This is very close to "AI estimating and supplements". The owner is very likely the ADAS company Revv (revvhq.com). That link is UNVERIFIED. Get a trademark attorney opinion before Revv puts its name on a CIECA, CCC, MOTOR or PartsTech contract. 2. **No vendor publishes an insurance, SOC 2 or EIN requirement.** I checked CIECA, CCC, MOTOR, MarketCheck, PartsTech, Infomedia and I-CAR again. All are silent. Expect these terms in the private agreements and security questionnaires. That expectation is UNVERIFIED. 3. **The hard, published gates are CCC's.** CCC requires US hosting, US-only data storage, encryption, criminal background checks for staff who see PII, a CIECA membership, and a production app that is "commercially available in the United States". 4. **Every signed agreement needs a real legal entity with a signer who can bind it.** PartsTech: "duly organized, validly existing and in good standing". CCC: "full legal authority to bind". Apple: "DBAs, fictitious businesses, trade names, and branches are not accepted." No vendor names Delaware or C-corp. 5. **Founders outside the US hit 2 extra gates.** The IRS online EIN tool needs an SSN or ITIN and a US principal place of business. The USPTO requires a US-licensed attorney for foreign-domiciled applicants. Revv's founder residency is unknown to me. 6. **Insurers do not publish vendor rules.** State Farm, Progressive and GEICO have no public vendor security or insurance page that I found. State insurance law (NAIC Model 668) makes insurers vet their own third-party service providers. A Revv supplement that the shop sends does not make Revv the insurer's vendor. A direct insurer contract would. That reading is UNVERIFIED. --- ## (a) Prerequisites table | # | Item | Needed by which vendor | Evidence (URL, exact quote, date read) | Cost | Time | Status | |---|---|---|---|---|---|---| | 1 | US legal entity (any type) with a signer who can bind it | PartsTech, CCC, Apple Developer (org). All other private agreements: UNVERIFIED | PartsTech https://partstech.com/api-agreement-terms/ (read 18 Oct 2026): "You are duly organized, validly existing and in good standing under the laws of the jurisdiction in which Your business is registered". CCC https://www.cccsecureshare.com/Terms (file 07): the person who accepts must have "full legal authority to bind your employer or such entity". Apple https://developer.apple.com/support/D-U-N-S/ (read 18 Oct 2026): "your business must be recognized as a legal entity (such as a corporation, limited partnership, or limited liability company)" and "DBAs, fictitious businesses, trade names, and branches are not accepted." | See row 2 | See row 2 | VERIFIED that an entity is needed. No vendor names an entity type | | 2 | Delaware C-corp (versus LLC) | No vendor requires it. The choice is about investors and stock. That rationale is UNVERIFIED in this pass | Stripe Atlas https://stripe.com/atlas (read 18 Oct 2026): "US$500 one-time setup fee", "includes government fees and your first year of registered agent services". After year 1: "US$100 annually". "Within two business days, you'll be incorporated". Delaware https://corp.delaware.gov/paytaxes/ (read 18 Oct 2026): "The minimum tax is currently $175.00, using the Authorized Shares Method". Annual report "Non-Exempt Domestic Corporations – $50.00". Due "on or before March 1st". Late: "a penalty of $200.00 plus 1.5% interest per month" | $500 setup. $175 + $50 per year. Registered agent $100 per year after year 1 | 2 business days (vendor claim) | VERIFIED costs. Entity type is a founder decision | | 3 | EIN (federal tax ID) | No vendor form asks for it: CIECA checkout, CCC register form (file 07). Needed for a US bank account, payroll and a W-9. Bank need: UNVERIFIED | IRS https://www.irs.gov/businesses/small-businesses-self-employed/get-an-employer-identification-number (read 18 Oct 2026): "You never have to pay a fee for an EIN." Online tool not allowed if "Your principal place of business is outside the U.S." | $0 | Online: same session. Fax or mail: IRS time not stated. 3RD PARTY (rho.co, search): about 4 business days by fax, about 4 weeks by mail | VERIFIED rules. Fax/mail time UNVERIFIED | | 4 | Form W-9 | Revv gives a W-9 to whoever pays Revv: shops, MSOs, revenue-share partners. None of the 9 licensors pays Revv, so none should ask. That last point is UNVERIFIED | IRS https://www.irs.gov/forms-pubs/about-form-w-9 (read 18 Oct 2026): "Use Form W-9 to provide your correct Taxpayer Identification Number (TIN) to the person who is required to file" an information return. Current revision: March 2024 | $0 | Minutes, after the EIN | VERIFIED | | 5 | US business address and US location | CCC website, CIECA checkout, MOTOR pricing, IRS online EIN, USPTO | CCC https://www.cccsecureshare.com/Terms (read 18 Oct 2026): "We provide this Website for use only by persons located in the United States." CIECA checkout asks billing "Street, City, Zip" (file 07). MOTOR https://www.motor.com/daas-sandbox-terms-conditions/ (file 08): "payable in US Dollars for use in North America only." USPTO 2019 rule (https://www.uspto.gov/subscription-center/2019/new-rule-requires-foreign-domiciled-trademark-applicants-and-registrants, SEARCH SNIPPET): foreign-domiciled applicants must use a U.S.-licensed attorney | UNVERIFIED | UNVERIFIED | VERIFIED for CCC and MOTOR text. USPTO rule from search snippet | | 6 | D-U-N-S number | None of the 9 licensors. Apple Developer Program as an organization needs it. Whether the iMessage assistant needs an Apple org account: UNVERIFIED | Apple https://developer.apple.com/support/D-U-N-S/ (read 18 Oct 2026): "Companies and educational institutions must provide a D-U-N-S Number registered to their legal entity." "submit your information to Dun & Bradstreet for a free D-U-N-S Number." "please allow up to 5 business days". Then "allow up to 2 business days for Apple to receive your information" | $0 | About 7 business days | VERIFIED. Need for Revv: UNVERIFIED | | 7 | State registration outside Delaware | Not a vendor rule. A state where Revv does business can require it | California FTB https://www.ftb.ca.gov/file/business/types/corporations/index.html (read 18 Oct 2026): "Every corporation that is incorporated, registered, or doing business in California must pay the $800 minimum franchise tax." "newly incorporated or qualified corporations are not required to pay the minimum franchise tax in their first taxable year." Other states: not researched | CA: $800 per year from year 2. Others: UNVERIFIED | UNVERIFIED | VERIFIED for CA only | | 8 | USD payment method (card or bank) | CIECA, MarketCheck, MOTOR | CIECA (file 07): "Pay now by credit card" or ask operations@cieca.com for an invoice. The data below is the USPTO record as the search returned it. TSDR status pages returned HTTP 429, so I did not open each case file. Status in the search index can lag TSDR. Its class 42 goods name collision repair estimates and insurance coverage information. Revv sells AI estimates and supplements to collision shops. Both names start with "REVV". - The owner of REVVADAS operates under "Revv" or "REVV" in the same trade channels: CCC ONE (Diagnostics Network) and I-CAR. Both companies would sell to the same collision shops. - The owner has a trademark attorney of record and a parent (AirPro under Rotunda) that files marks often. - Prior unregistered use of "Revv" by the ADAS company since about 2022 can create rights beyond the registration. Only an attorney can assess this. - Whether this is a likelihood of confusion is a legal question. A US trademark attorney must answer it. What to do: 1. Hire a US trademark attorney now. Ask for a full clearance search and a written opinion for "REVV" in classes 9, 42, 37 and 35 (questions in section e). 2. Do not file a USPTO application, register a CCC display name, or sign a CIECA or vendor agreement under "Revv" until the opinion is in. 3. Prepare 2 or 3 backup names. Run a knock-out search on each in the same USPTO tool. 4. Do not contact Reve Labs, Revv or AirPro about the name without the attorney. --- ## (d) Ordered checklist Costs and times come from the rows above.
