# 09 - Red team: OEM repair information and scan/ADAS licenses

Research date: 2026-10-18. Every "read" date in this file is 2026-10-18 unless a row gives a different date.
Scope: Revv (US startup, AI estimating and supplements for collision shops). Revv holds no license today.
Method: public pages, public PDFs and DOC files, public JSON, trade press, USPTO public search. No form was sent. No account was made. No log-in was used. Pages that need JavaScript were read with a rendering extractor (Parallel extract).
Inputs tested: 06-oem-ems-licenses.md, 07-licenses-estimating-parts.md (section 7), 08-licenses-data-oem.md (section 5).

Labels:
- CONFIRMED: the prior claim matches the source today.
- CONTRADICTED: the source says something different. The correct value is in the row.
- UNVERIFIED: no source confirms or breaks the claim.
- Step status: VERIFIED (a source states the step), INFERRED (logical step, no source states it), UNVERIFIED (no data).

## 0. The 12 corrections and findings that change the plan

1. **Toyota has a licensing program for service information.** ETI hosts a "TMNA NDA for Information Licensing" (file dated 08-31-2026). Its title: "NONDISCLOSURE/CONFIDENTIALITY AGREEMENT FOR LICENSING PROGRAM". It names the final contract: "a License Agreement for the Reproduction of Toyota Motor Sales, U.S.A., Inc. Service Information". Notice party: "Attention: Will Carroll", Plano, Texas 75024. Prior claim "no OEM publishes an information-provider license program" is CONTRADICTED for Toyota. No price or application form is public.
2. **Shops cannot forward OEM portal printouts to Revv under most OEM terms.** GM, Toyota, Stellantis, VW/Audi, Subaru and Mazda terms block it in writing. Honda (general terms only), Nissan (EULA not public), Hyundai, Kia, Ford, BMW and Mercedes are not confirmed. A shop-upload plan for OEM procedures is a breach by the shop for most brands.
3. **GM terms are the clearest ban.** "you will not copy it or provide it to any person outside of your actual business."
4. **Toyota TIS bans deep links without consent.** Prior plan "link out to the shop's own OEM subscription" is not safe for TIS. Free OEM1Stop PDFs are a different case.
5. **Toyota TIS defines "Data Mining" to cover pattern analysis and prediction.** That definition covers AI analysis of TIS content.
6. **Repairify now owns Opus IVS (closed 2 Jul 2026).** asTech, Opus IVS (ADAS MAP), adasThink and BlueDriver are one company. Notes 06 and 07 treat them as separate.
7. **Scan/ADAS providers do use CCC Secure Share.** AirPro ("ORION & AirPro Diagnostics" app) and Kinetic ("CCC Secure Share integration") say so. This closes an open item in note 07.
8. **Kinetic is a direct competitor.** Kinetic Vision writes estimates "optimized for insurance carrier rule-sets ... supplement minimization".
9. **revvhq.com (AirPro/Revv) terms are the highest risk for shop forwarding.** They ban use "for the benefit of a third party", competitive builds, and scraping "through use of manual or automated means".
10. **NASTF VSP needs insurance.** "$1 million aggregate / $500,000 per event Commercial General Liability coverage". Note 08 said "not stated". Revv still does not qualify for VSP.
11. **Prices that were UNVERIFIED are now public:** GM SI 3 days $25 / 1 month $189 / 1 year $1,506. BMW TIS $32 / $270 / $2,700. Mazda 30 / 250 / 2,250 (currency not labelled). The older GM and Mazda figures are wrong.
12. **OEM1Stop is not an SCRS site.** The operator is "OEM Collision Repair Roundtable, Inc.", an OEM coalition.
