# 09 - Red team: OEM parts catalog and price data licenses

Research date: 2026-10-18. Scope: MOTOR, Auto Care Association, Infomedia (SimplePart, Microcat, Parts API), Hollander, RevolutionParts, OEC MyPriceLink, the dealer parts site family, and other OEM parts data vendors.
Method: public web pages, PDFs, SEC filings, public form definitions (field lists only), robots.txt, Wayback. I did not submit a form, sign up, log in, or use any sandbox key.
"Read 2026-10-18" means the page was fetched on that date. Other dates are the page's own date.
Rule: every fact has a URL and a quote. A fact with no source is UNVERIFIED. INFERRED means my deduction from cited text.
Prior files checked: 08-licenses-data-oem.md, 02-vehicle-parts-identity.md (and 01, 03 where they make the same claims).

## Top 8 findings (read these first)

1. **The MOTOR collision-estimate ban is real text, but file 08 mis-scoped it.** It is in an END-USER flow-down that RevolutionParts sellers accept. MOTOR's own standard End User Terms on motor.com do not contain it.
2. **The bigger MOTOR blocker is a CCC exclusive.** CCC's filed contract (EX-10.16, 2002) gave CCC an exclusive US license to the MOTOR collision estimating database. MOTOR promised not to sign new licenses of it with anyone else "for collision estimating purposes" (existing VAR deals excepted). The term auto-renews to 2031-06-30 unless a party gave 2 years notice. Current status is not public.
3. **MOTOR still sells collision estimating itself.** e-Tech Crash Estimating page is gone (HTTP 404), but MOTOR's sales form still lists "E-Tech Crash Estimating". MOTOR also powers CCC ONE. Revv competes with both.
4. **GEN5 is not a full collision parts catalog.** It covers "over 600 part types". MOTOR's collision estimating database had "Over 1.9 million unique part numbers" (2016). Some GEN5 prices are Canadian dollars.
5. **GM and Ford collision list prices cannot come from any static file.** OEC: "select collision parts (MyPriceLink Parts) will be shown with a $0 list price". The only licensed route is a live MyPriceLink integration agreement with OEC, which sells a competing product (EstimateIQ).
6. **Auto Care VCdb license blocks SaaS display.** The standard license (2025-02-28) lets you distribute derived output only to users who are "themselves an independent Subscriber". Revv needs a separate solution-provider license. Its price and terms are not public.
7. **Infomedia is weaker than file 08 said.** The API directory's Americas filter does not list Parts API or Parts Validation API. The Infomedia EULA (July 2026) bans any use "related to the development, implementation, use, training or deployment of machine learning or AI systems".
8. **The dealer parts sites are one South El Monte group under 6 company names, with no data program and active bot controls.** Their own pages give 2 different catalog sources ("offered by a third party" and "provided by the manufacturer"). No data right exists there.

Verdict: The claim is true as text, but file 08 mis-scoped it. The clause is a flow-down to users of a parts e-commerce host, not the direct-license contract. The real blocker is bigger and sits one level up:
1. CCC held, at least from 1998 to 2021, an EXCLUSIVE US license to the MOTOR collision estimating database. In §11(a) MOTOR promised not to license that database to anyone else "for collision estimating purposes". Default auto-renewal runs to 2031-06-30. Current status is not public.
2. The exclusivity in the filed text covers "the Database" (MOTOR Crash Estimating Guides data in Schedule A). Whether it also covers GEN5 / Parts MSRP data is not public. MOTOR's parts e-commerce end-user text bans collision-estimate use anyway. This suggests MOTOR applies the limit to parts data too.
3. MOTOR has its own collision product (e-Tech Crash Estimating) and supplies CCC. Revv competes with both.
4. Practical reading: expect MOTOR to refuse, or to limit Revv to "validate" or "parts ordering" uses, unless MOTOR states in writing that collision estimating and supplement use is permitted. Get that statement before any spend.
